A former employee of the state Department of Human Services has been charged with committing a sex crime against a teenage girl in foster care while he was on staff with DHS.
Ronald Jay Green II, 23, was charged Thursday in Tulsa County District Court with one count of forcible oral sodomy, and Special Judge David Youll issued a warrant for his arrest.
Green worked in the Stillwater DHS office from May through October 2010 as a temporary social worker aide and was paid $8.80 an hour, according to DHS spokeswoman Sheree Powell.
On Sept. 13, 2010, Green was transporting a 15-year-old foster child from Stillwater to a Tulsa placement when he allegedly engaged in the sex act, said Jessica Brown, a spokeswoman for the Oklahoma State Bureau of Investigation.
The victim came forward last year with the allegations, and the OSBI was called by Stillwater police Sept. 26 to oversee the investigation, Brown said.
The alleged abuse occurred in Tulsa County, Brown said.
Green has no disciplinary actions on file with DHS because the allegations were made after he resigned, Powell stated in an email.
"The accusations against Mr. Green are disgusting and extremely disturbing," Powell wrote. "The safety of the children entrusted into our care is our top priority. Although the disclosure of this incident came out almost a year after Mr. Green resigned from (DHS), our staff immediately reported it to the proper authorities for investigation."
The commission overseeing the DHS this month agreed to a settlement agreement of a federal class-action lawsuit that had alleged abuses in the state's foster-care system. Part of the allegations involved staffing, training and reasonable workloads to ensure the safety of children while they are in DHS care.
The settlement agreement has to be approved by a federal judge.
The suit was filed by Children's Rights, a New York-based child advocacy group.

Some of the DHS workers caught in wrongdoing at work ended up being prosecuted, too.
The DHS worker who stole Christmas gift cards was charged with a misdemeanor, petit larceny.
Deborah Jean “Kasey” Parrish, 55, of Cherokee, was fired in August 2009 after pleading guilty.
A bank had donated nine Visa gift cards to be Christmas presents for foster children. They had been placed in gift bags to be handed out along with other presents, records show. A worker discovered four were missing three days before Christmas in 2008.
Parrish claimed she found four $50 cards on Dec. 17, 2008, in the DHS employee parking lot in Alva. She admitted using the cards to make personal purchases at J.C. Penney, Hobby Lobby, Cato and Walmart.
Parrish pleaded guilty in June 2009 to four counts of petit larceny and was put on probation for 30 months. She had to pay $1,649 in fines, fees and court costs and $200 in restitution. She was a social services specialist who had worked at DHS for 14 years.
In a discharge notice, she was told: “Your actions in using the Visa gift cards that belonged to someone else demonstrate you cannot be trusted to complete your job duties in the ethical and honorable manner required.”
Stole from elderly
A DHS worker who stole from elderly DHS clients was fired on Nov. 25, 2008. She eventually pleaded guilty to three felony charges of exploiting a vulnerable adult.
Debra Maxine Roberts, 53, of Chelsea, is on three years' probation. She also was required to serve a 30-day term in the Rogers County jail last year and to make restitution.
“I regret any harm which I have caused these individuals,” she wrote in a statement for a presentence report.
Prosecutors allege she stole $4,497 from an 84-year-old man, $5,905 from a 74-year-old mentally disabled man and $900 from an incapacitated 73-year-old man.
Roberts, an adult protective services specialist, had been appointed a temporary guardian for the men. She had access to their financial accounts so she could pay expenses such as nursing home bills.
Fictitious accounts
Two former DHS social services specialists are serving 10 years on probation for creating fictitious food stamp accounts.
Tsa E. King, 41, of Midwest City, and Douglas Ray Howard, 59, of Oklahoma City, pleaded guilty this year to two counts of conspiracy and two counts of computer fraud. They were fired last year.
Howard acknowledged they obtained more than $20,000 worth of food stamps through their fraud. Each was required to pay $10,346 in restitution.
In one instance, they used the identity of a California man who has never been to Oklahoma, a DHS investigator reported. The man was described on a DHS computer as needing food stamps because he was homeless and later because he had two newborn twin girls. He actually did not have any infant daughters. Howard had once known the man.
In the second instance, they used the identity of Howard's cousin, who had died at age 15 in California in 1967. They created fictitious children for the cousin, too.
Medicaid fraud
A fired child-welfare specialist, Eileen Filer-Whitson, is serving five years on probation for Medicaid fraud.
While at DHS, she held a second job as a private social worker. Prosecutors allege that at her second job she submitted false claims for Medicaid payments. Prosecutors said she lied in the claims about counseling children who actually received no services.
Filer-Whitson, 47, of Luther, pleaded guilty to the felony charge and was ordered to make $35,000 restitution.
A DHS investigation also found she had claimed to be working simultaneously at DHS and her second job 165 days. She was fired in March 2008.

Oklahoma - Tribal Members Rally In Support Of Naomi Whitecrow

OKLAHOMA CITY -- A two-year-old Native American dies in foster care. Now, tribal members are calling on lawmakers to deliver justice for Naomi Whitecrow.
The Cheyenne-Arapaho Tribes do not believe Whitecrow's foster mother, Amy Holder is being held accountable.
The tribes say the punishment recommended for Amy Holder does not fit the crime.
A jury recommended Holder pay a $5,000 fine after they found Holder guilty of child abuse in the death of Whitecrow.
The tribes say a rally at the capitol Wednesday is not their first attempt to get justice and certainly will not be their last.
Naomi's Aunt, Debby Whitecrow, said, "I'm glad people are taking notice of all we got going here."
A crowd rallied for the two-year-old who was also a member of the tribes.
"We want justice that is what we are looking for in all of this. We are here to remember her life and the life she is no longer going to be able to live with us," Whitecrow said.
Tribal members wore buttons and held signs begging for justice for Naomi. The tribe said they will keep campaigning for a judge to send Holder to prison.
"We want everyone to know what kind of monster is still out there and lurks," Whitecrow said.
Tribal members said they plan to attend Holder's formal sentencing.
Holder's attorney says the jury made its decision and Holder will be ready to pay the fine at sentencing on November 7th.

DHS officials greatly misrepresented to the public and their governing commission the number of children abused and neglected in out-of-home state custody, documents reveal.
Last December, the Oklahoma Department of Human Services issued a news release stating "99.8 percent of children in out-of-home care did not experience maltreatment while in care" during 2009.
The agency proclaimed Oklahoma was one of 24 states that met a national standard of having at least 99.68 percent of children in custody not experience confirmed abuse or neglect in out-of-home care.
The claims were false.
