Detectives are asking for the public's help in finding possible molestation victims of a man who coached youth soccer in the Lompoc area in the mid- to late 1980s, the Santa Barbara County Sheriff's Department announced today.
The man, 52-year-old Terence Paul Stevens, is already facing multiple charges of child molestation.
During his coaching years, Stevens reportedly befriended several of his juvenile players, whom he ultimately molested, deputies said.
Two of those victims, who are now adults, have told investigators in recent months about their alleged victimization at the hands of Stevens when they were minors living in the Lompoc area.
By the mid 1990s, Stevens had moved to the San Diego area, where he continued coaching youth soccer. In 2008, Stevens was visiting Yuma, Ariz., when authorities there arrested him for sexual conduct with a minor. He has since been convicted of that crime and is serving a prison sentence in Arizona.
In August 2011, Stevens was extradited to Santa Barbara County to answer the local charges from the 1980s. Stevens is now facing 17 felony counts of lewd acts with a child; oral copulation of a minor and sodomy with a minor; all of which are related to the crimes committed against the two Lompoc-area victims.
Detectives are asking that anyone with information regarding additional victims call the Detective Bureau at 805-934-6170 or the sheriff's Anonymous Tip Line at 805-681-4171.

Counselor charged with having sex with 17-year-old - Kentucky

MOUNT WASHINGTON, Ky. (WDRB) -- A counselor for abuse victims is now behind bars, charged with raping a teenager in her care.
Sunrise Children's Services says a child in its care made the allegations against Counselor Brooke Briscoe. The 27-year-old from Louisville is now at the Bullitt County Detention Center. Briscoe is charged with one count of rape and one count of sodomy.
The Sheriff's Department says she had intercourse and oral sex with a 17-year-old male resident at Sunrise Child Services in Mt. Washington on Sunrise's property. The organization says it cares for children who are victims of abuse or neglect.
Detective Scotty McGaha with the Bullitt County Sheriff's Department says, "16 is the legal consensual age in the state of Kentucky, however, even though he's of a consensual age, the problem with it is Rape in the Third because she is in a caretaker role with him. She was a counselor for him."
Briscoe's neighbors wouldn't go on camera, but say she has young children. The Sheriff's Department is looking into other possible victims at Sunrise. Briscoe was on administrative leave, pending the investigation. But Sunrise says her job is now terminated.
The Sheriff's Department says she did not have a prior criminal background.
Sunrise Children's Services issued the following statement:
"Allegations were brought against Ms. Briscoe by a child in our care. That day, we initiated the investigation by reporting the allegations to the Office of Inspector General (OIG) and Child Protective Services (CPS). We immediately put Ms. Briscoe on Administrative Leave pending the investigation. We have cooperated fully with OIG, CPS and the Bullitt County Sheriff's Department. Per the information we received today, Ms. Briscoe has been terminated.
We are conducting an internal investigation and are reviewing our policies and procedures to determine if there is anything we need to change to avoid a situation like this in the future. We conduct a full background check on all of our employees. Moreover, we hold ourselves to the highest standards possible as the only child care agency in this area certified by the highest accreditation body for health care agencies.
We work, every day, to protect the children in our care and to provide them a better future. We take this situation very seriously and are shocked and saddened to find out the allegations are true. But we are grateful that someone stepped forward to alert us to the situation so we could stop it."

Sunday Journal: For social worker, biggest lie didn't come from 'hoodlum children'

Driving a child to the Florida School for Boys in Marianna was not in the job description when my mother accepted the position of social worker for the Pinellas County Juvenile Justice System in 1959.
Fresh out of college, she felt privileged to join the department. She intended to work toward improving the future for kids who lived with neglectful or abusive parents. What she learned was that Florida's state and county agencies didn't have much compassion for kids.
Children, some as young as six, were arrested for such petty crimes as trespassing and taken away from their homes. Typically, parents weren't punished for neglecting or even abusing their children.
As a juvenile guardian for the court, my mother would hear tales from kids about the horrendous punishment they had to endure at the hands of foster parents. When she took these revelations to her supervisors she was chastised for believing "lies."
The Marianna School for Boys was a threat that was part of the protocol when working with disobedient kids. And her charge, Jackie, had been threatened many times. He knew first-hand about the place, being a seasoned attendee by the time he was 11 years old.
Jackie lived with a mother who showed no interest in him. She didn't keep him fed or clean. The truant officer visited regularly, and the neighbors called the police often about the boy trespassing in their yards and stealing fruit. His mother finally gave up custody, and the state put him in a foster home. Within a month Jackie ran away. The authorities caught up with him. My mother was the social worker who interviewed him.
"The foster mother doesn't feed me," he told her. "I only eat if there's something left after her own kids do."
Again my mother reported the complaint to supervisors. Her report was met with indifference.
"Children lie," she was told as before. "Especially hoodlum children."
Her orders to escort Jackie to Marianna came as a "gift." She understood that the state had an expense account for traveling to the School for Boys and she was expected to use it.
Her supervisor informed her of the nicest hotel in the area and the best places to eat. She made the reservations and, accompanied by my father, left on a Friday. With the blessing of her boss they intended to make a weekend of it. It wasn't until they sped north with Jackie in the back seat that she realized this would be no blissful vacation.
He was small for 11, and his freckled face lacked childish wonder. His haggard eyes seemed too old for tears, and this may be why he didn't cry. He begged to be taken somewhere else. Anywhere else.
"Please don't take me there," he said. "They're mean. They beat you."
My mother looked at the child, his brown bangs almost in his eyes.
"You've survived this place before," she said. "And I bet if you cooperate, the guards won't beat you."
But still he begged.
"It's only an eight-month sentence," she said. "Use it as an opportunity to turn your life around."
She had no advice for what he said next.
"The big kids. They chase the little kids," he said quietly. "And when they catch ya' they blow ya'."
"They blow you?"
My mother assumed he spoke of oral sex. After listening to more description she realized he meant sodomy.
"I seen 'em even kill dogs that way," he concluded.
She felt sick to her stomach.
She contemplated not taking him. He wasn't handcuffed. He ate lunch with my parents in a restaurant outside of Tallahassee, and she waited for him to run away. But he didn't. Instead he tagged along behind her like a wounded animal, begging her not to leave him.
My mother didn't ask any more questions. She didn't say much either. She was young and inexperienced and stuck with a system that didn't care. She listened to his pleas, knowing she could do nothing for him.
When she returned to work on that Monday, it was only to hand in her resignation.

Police: Youth Home Worker Admits To Sex Abuse

LOUISVILLE, Ky. -- A Louisville man is facing multiple sex abuse charges after police said he told them he abused a juvenile foster child in his care.
According to arrest records, 55-year-old Lyle C. Kenobbie turned himself in to Metro Police around 10 p.m. Monday.
Police said Kenobbie admitted he sodomized and fondled a child in his custody.
Kenobbie told police he is suicidal, according to arrest records.
Kenobbie is employed by Boys Haven of Louisville, according to arrest records.
He is charged with four counts of third-degree sodomy and two counts of first-degree sexual abuse.
On Tuesday afternoon, Boys and Girls Haven CEO Jeff Hadley released a statement regarding Kenobbie's arrest:
"We are saddened by the allegations against Mr. Kenobbie, and we accepted his resignation last night.
"For more than 60 years, Boys and Girls Haven has been deeply committed to protecting thousands of vulnerable children. We absolutely do not tolerate any behavior, alleged or substantiated, that compromises that trust.
"Mr. Kenobbie had been a long-time employee, serving as a food services supervisor. Three months ago, he became a foster parent for our agency after completing a battery of background checks.
"Our thoughts and concerns are with the young person involved. We will continue to work cooperatively with state child-welfare officials and law-enforcement personnel in this matter."
